Sailing Instructions


  1. RULES

This regatta will be governed by the International Sailing Federation Racing Rules of Sailing (RRS) as adopted by the United States Sailing Association (US SAILING), class rules (including measurement), and these Sailing Instructions.


  1. NOTICES TO COMPETITORS

Notices to competitors will be posted on the official notice board(s) located in the Brady Sailing Center.


  1. CHANGES TO SAILING INSTRUCTIONS

Any change to the sailing instructions will be posted before 0930 on the day it will take effect, except that any change to the schedule of the races will be posted by 2000 on the day before it will take effect.


  1. SIGNALS MADE ASHORE

Signals made ashore will be displayed at the HYC flagpole.

When flag AP is displayed ashore, “1 minute” is replaced with “not less than 60 minutes” in RRS, Race Signals.


  1. SCHEDULE OF RACES

Check the Notice of Race for official start times.


  1. RACING AREAS

The racing area will be south of the entrance to the Hampton River. See Addendum A, below.


  1. THE COURSES

Addendum B illustrates the courses that may be sailed. Note that the Race Committee may signal a different number of laps for each class.


  1. MARKS

Course marks will be Orange buoys designated 1 or 3 in ADDENDUM B. Course changes, if necessary, will be made in accordance with RRS 33.


  1. THE START

The starting line will be between an orange flag on the Race Committee boat and the nearby Starting mark.

Starts will be in accordance with RRS 26.

In the event of a postponement of the first race of the day, and prior to subsequent races each day, the Race Committee will sound an attention signal of 4 or 5 horn blasts before the warning signal.


11. RECALLS

Recalls shall be in accordance with RRS 29. When possible, the Race Committee will attempt to hail premature starters by announcing their sail numbers. Failure of a boat to see or hear her recall signal shall not relieve her of her obligation to start correctly.


13. COURSE CHANGES

Course changes will be per RRS 33. To change the position of the mark for the next leg, the Race Committee will move the original mark to a new position. The change will be signaled before the first boat has begun the leg.


14. FINISH

The Finish Line will be between the orange flag on the Committee Boat and the nearby Finishing mark.


In the interest of starting a second or third race in a timely fashion, the Race Committee may assign a finish position to the last finisher(s) in a class provided that the position(s) can be determined in a reasonable manner. Such boats, when so notified by an RC boat, should return to the start area as quickly as possible.


15. PENALTIES

A boat infringing a rule of RRS Part 2 may take a penalty in accordance with RRS 44.2, (720-Degree Turns Penalty).


16. TIME LIMIT

If no boat finishes a race within 1 hr 30 minutes after the starting signal, the Race Committee may abandon the race. If no boat rounds the windward mark within 30 minutes, the Race Committee may abandon the race.


17. PROTESTS

RRS 61.1(a) is modified to include a requirement that a boat intending to protest another boat give notice, including the sail number of the protested boat, to the Race Committee immediately after finishing, by hail acknowledged by the Race Committee.


Written protest must be filed with the Race Committee within one hour of the docking of the Race Committee boat. Within fifteen additional minutes, notices will be posted on the official notice board to inform competitors of hearings in which they are parties or named as witnesses. Protest hearings will begin each day as soon as possible after posting of notices. The Protest Committee will attempt to hear protests in order of receipt. Representatives of boats who are parties to a hearing shall remain on call in the vicinity of the official notice board.


It is each boat’s sole responsibility to check the Protest Notices to see if she is cited in a protest. Failure of any boat to appear when called for a hearing will be considered by the Protest Committee as grounds for proceeding under RRS 63.3(b).


18. SCORING

For the purposes of overall regatta scoring, a boat entered in any race or races shall be considered as entered in the whole series. Scoring as per RRS Appendix A (the Low Point Scoring System), with the following exceptions: 1) If 6 or more races are completed, each competitor’s worst score will be excluded; and 2) A score of “DSQ” shall not be excluded and the next-worse score shall be excluded instead.


19. SAFETY

Prior to the beginning of the first race each day each boat shall check in with the Race Committee. A boat that retires from a race shall notify the Race Committee as soon as possible.


20. EQUIPMENT, MEASUREMENT

Any class or the sponsoring club has the right to inspect without notice, any boat for compliance with class rules.


21. COMMERCIAL TRAFFIC

Any attempt by a contestant to exercise right of way, to cross in close proximity to, or to interfere with the reasonable transit of the race area by commercial freighters, tugs and tows, and other vessels which are unable to respond readily will be grounds for a protest. Should such a protest occur, the burden of proof will be on the boat allegedly interfering with commercial traffic. Contestants must take evasive action well in advance of any potentially dangerous situation.


22. IMPROPER DISPOSAL OF REFUSE

Boats observed discharging solid waste over the side are subject to protest and may be disqualified from all races sailed on the day of the infraction.


23. AWARDS

All awards will be presented as soon as possible following racing on Sunday.
